My personal guess:

 

If Trump put in 2 guys (one as AG one as DAG) that were both his guys, there would be no set up for the situation we have now- where the indictments can happen and the Democrats can't complain.

If it was two lifelong R's/criminal prosecutors/people who worked on Trump's Campaign, the D's would have screamed partisanship and fascism. By giving the appearance that "If we were dirty you could have prosecuted us" we ow have a pretty good plausible deniability. We gave them a weapon (RR), we gave them ammo (Fire Comey Letter -Special Counsel authorized), then we jammed their gun (IG Horowitz) now we can always say to the American public (Sheep) that we did in fact give them a chance.
