There typically are no 4th floors in China.

4 is an unlucky number that sounds very similar to "death" in Mandarin.

Hard to count the floors from the outside of the building.

Ground floor looks like it might be an atrium which is common there so figuring out where the 1st floor starts is challenging.

There are also those sort of "open" floors that may or may not be counted in the number of floors.

My guess is that they are counted and are sort of patio space type areas.

FWIW I had the window on floor 31 which is just a guess.
