I do not know what it is other than not as strong as they were saying. They already dropped it to a 2 because they cannot lie when it hits shore. My guess, high storm surge low winds like Sandy(lowest pressure Cat 1 in history by a large margin) or totally overblown for the real STORM!
Been carrying on about this all the way back to Hurricane Lane in Hawaii two weeks ago. Never had real CAT 4/5 winds.
