Consider the possibility that the American South is mostly conservative and is being urged to get ready, with hyperbole, but it isn't about hurricanes. It is technically feasible for them to read the text on pictures, BUT Q implied that the social media companies have not deployed code to do that (yet). I believe it would require a massive upgrade to their computing power, compared with just reading ASCII text strings. So it would cost them data center upgrades and rolling out an upgraded software package. It's just a matter of time tho.
