I think it means that when Q posted that there was "PANIC IN DC", in all caps no less, it had the effect of actually causing panic in DC, because the guilty parties assumed that other guilty parties were visibly/demonstrably panicking and that the sh*t was beginning to hit the fan. In other words, Q deliberately posted about panic in DC to cause panic in DC, which is exactly what happened, and which the Q Team had anticipated and set traps to further ensnare the runners.
By feeding the sense of panic the Q Team also caused the guilty ones to "pull out the big guns" in response, like banning the subreddit /thegreatawakening, and touching off another round of even more draconian censorship of all things Q-related on social media.
I saw the stories about young blood as the fountain of youth as well, and immediately thought the same: they are trying to normalize the concept of transfusing/drinking the blood of young people to prepare us for the reality that the "elites" already do this, and have been doing it for decades, maybe even for centuries.
I did, and I answered back to my car radio, " That's because they're all satanists".
It seems early in the Storm for that level of revelation, but I could be wrong on the order in which the really shocking things will come out.
