Does anyone have details on the top secret / SAP portion of the Iran Obama deal that not even Congress can read?

Is it basically transferring U1 material and cash to NK in exchange for providing Iran with a cut of it, and they temporarily suspend for 10 years (but keep the missile testing) to allow NK to do the work at making the nukes?
