Anyone have theories on RR?
Kind of a long rollout on this one.
ONly thing I can think is that he is on some sort of house arrest while he waits to get brain cancer and die a hero.

Yes, but if the hammer drops, what would be the obstacle to that?
Why do these things the hard way (pre Hammer drop, current level of strength) when there is a way after the hammer drops (great increase in strength because the traitors are all behind bars).
We don't need Kavanaugh on the Supreme Court to try even high level operatives of treason. I thought this was the whole point of making this a military operation, so guys like Brennan can't muck up the system and "appeal" to the Supbreme Court)

It was a follow-up to an earlier crumb about desperate people and the value of surveillance.
