Ok techfag just confirmed it's a mobile CCTV usually set up for events etc.. 360* rotation camera on top as well as the 4 white cameras at the bottom that can also extend up below the main camera. Usually set up before and after protest rallies etc.. more complex than typical worksite security cameras.
Outer bands aren't hitting SC yet. NC is getting it right now though..
