Note that deaths are ALWAYS higher during the winter, even without a direct hit from a hurricane.

Anyway, they skewed the death rates upwards by 0.5-1.5 per 10,000 (~300 people per month for 6 months - roughly 2000 people) just on the assumption that 300k migrated from PR during these months.

This is their 'displacement scenario' that drives most of their 'predicted deaths' number.
