This could be a play to save RR. Think about it. The FISA docs are going to drop (eventually…) and RR will be implicated. The Russia narrative will dry up. Exactly when RR is about to lose all leverage, they will pivot to Kavanaugh and claim he is being target because of the SCOTUS pick and pretend the FISA abuses happened. If POTUS fires RR, the media will then claim POTUS is interfering with an investigation and we're back to obstruction.
