My guess is this was an arrest of one of the hit teams who do dirty work for cabal. Q team had intelligence the hit squad would meet here before or after getting payment for some dirty operation. ( perhaps take out informant?) this would explain why Q said " The hunter becomes the hunted. Operation might of happened at another time to, not sure.
