there are electronic monitors, the compressors are supposed to be governed. there are pop off valves as a last resort at the stations and at every meter. This should be very very hard to accomplish accidently.
would love to see how this system is layed out.
opening a hole in a section of pipe stops the flow of fuel to anything downstream. Pressure drops at the site of the hole, unless the hole is small enough to allow a 'leak' to escape but not enough to dump the entire volume.
