Here's how this works
Arizona doesn't change to DAYLIGHT time... They stay on STANDARD time
7:28p EDT = 4:28 PDT = 4:28 MST
if it is noon PST and 3pm EST, it is 1pm MST
When the clocks shift to DAYLIGHT TIME, the clocks change +1 Hr
noon PST turns to 1pm PDT MST stays 1pm MST in Arizona, and 3pm EST changes to 4pm EDT
