No, we have to go back to 1867 and start with the 14th Amendment, which the northern states did not want (Ohio adopted fraudulently) and which the occupied southern states were forced into, otherwise they couldn't rejoin the Union and were essentially stuck as colonies of the North.
The 14th Amendment gave the federal government police power over the states in direct opposition to the original Constitution. It has been abused and abused and abused and abused ever since, especially by the Supreme Court after 1913.
The 17th Amendment was passed because popular votes can be completely captured by fraud, unlike state legislator votes. It is absolutely toxic. The vote didn't go to the people after that, it went straight to the Payseurs.
