Re Solar Observatories.

Did the Observatories have their own private (satellite) data link?

Was that link being used for enemy communications, possibly hijacked without the scientist's knowledge?

Did the post office feature in the communication link, (or was it suspected of featuring?)

(The cabal will be in desperate need of secure communication channels. Channels which cannot be intercepted)

This explanation would be a good fit for the known narrative.
