Regarding the Solar Telescope at Sunspot, I believe it is normal for solar telescopes to have a deep underground element to the design, it has to do with where the mirrors have to be located. I[m not saying there is no fuckery going on underground there, but the fact that it is underground is not unusual in and of itself.

 

Also, it would be very unlikely for a large (connecting cities) tunnel system to originate from there since it is at 9,200 ft elevation high in the mountains.
