Not everybody sent their kids through the public school system.
My parents certainly did not send me.

I think the solution is a voucher system. Yes, I would like to see the whole system overhauled, but I think vouchers is something most people would actually go for. I also think it is what Trump will end up doing after he gets more power (Supreme Court, super majority in congress).
We already do the voucher system for colleges, most everybody gets a pell grant, why not do the same sort of thing for primary education?
Schools should get paid by the feds based on how many students are showing up. Over night we would see a ton of new private schools. The old public ones would hopefully be converted to independent non profits, and then asked to survive in the market place. Those public institutions who refuse to adapt and serve a quality product/education, will wither and die.
