President Obama made that executive order on Oct. 16th, about 3 weeks before the general election. It doesn't seem nefarious but you never know. I think it's a good idea that we prepare for a solar storm. It's a 'twofer' IMO. Helps prepare for a solar flare, yes, and in doing so helps prepare us for an EMP. Something that (((they))) wanted the Norks to do to us. We'd all die off slowly if that were to occur. Can't do that now with the Norks and the USA getting along rather well, it would seem.
