I am leaning toward Shaowei Han. He is a PhD from NSW who is really big into GPS. He published a ton of papers with Chris Rizos - GPS-type professor - until about 8 years ago. Still researching this line to see where it might lead.
I don't discount your theory.. I can find no links between Gao Yan (or Yan Gao) and the King Tower. Han has an office on the 34th floor and is big into GPS and microchips.
