most of those educated in NON-Western educational systems, they have a BACHELOR's degree. PERIOD.
for example: india, nigeria, paki, afghan, etc.
come on H1-B1 visa or via Residency rotation visa. All they have to do is pass a English for Foreign medical grads test, then they can enter residency here….with bachelor's degrees.
many cannot pass residency, THEY become NURSES
