I cannot see in section 1.4. how any of that section applies and sec 1.3.(d) even requires training, so as to avoid over classification. This document is full of reasons that the redacted document should not remain classified and spells out clearly who was responsible in the first place. This isnt an agency issue. This is individuals at the top who classified and redacted these documents. It lies squarely upon their shoulders.
I think competition really only applies to business or commerce, not political competition, so I don't think that applies.
National security is their current argument, so I ignored it, as we all know, Nat. Security isn't the issue. But, I find it very important on the first two points, as we know that is the real reasons they don't want them released, but legally it is spelled out that those are not valid reasons EVER.
