Anon POTUS is the ultimate classification authority. See paragraph (e) where they can appeal to the President through the National Security Advisor. These rules are written for declassification by people further down the chain than the President.

 

POTUS can declassify if he chooses.

Actually it COULD NOT BE classified because it was intended to cover up….crimes, etc. They DID classify it and that is a violation.

It would NOT look bad or set a bad precedent. The document clearly states you cannot classify material to cover up crimes. Therefore POTUS is OBLIGATED to declassify the material so it can be discoverable for trial proceedings.

That's because POTUS is the ultimate classification authority. It doesn't have to spell it out in that document. It's granted to him by Executive Power which is higher authority than that document. Stop relying solely on what that document says. That is not the ultimate authority in this matter.
