I know that. It's a matter of optics, not any legal responsibility. That's the problem he faces, convincing everyone else that he's justified when the media will openly lie about it.

That has nothing to do with my comment or any of the preceding comments. We were discussing were in regards to declassifying the FISA. Obama's EO, cited by Q, makes it the "law." Trump needs some faux-legal cover (read: optics) to actually declassify everything. This EO gives him that cover: "It's Obama's order, not mine, I have no choice."
He can ignore it, too, but that doesn't buy him anything. It's an excuse to do what he wants to do anyway.
Neither statement is true. The only thing the EO provides is an excuse to declassify. Congress can demand all they want. Without bi-partisan support, it is meaningless. They have no real power over him anyway.
