If we're assuming Obama was actively sabotaging the country it makes sense. Possibly tied into a future plan 10 years down the road, or something against an insurgent. Or even the intelligence agencies setting a check on the presidency, by controlling content of the briefing and therefore controlling possible negative reactions in the public when released?
