Because banning the bot would achieve nothing, it would only hop to another IP address & keep posting. Becomes a game of whack-a-mole, with anons' IP subnets being banned in the process due to VPN usage.
In short, banning bots = innocent anons suffering from said bans. Filter or ignore & move on.
