These two articles say that the CIA caused the medical issues and that the 'diplomats' were CIA agents posing as diplomats. It makes sense that a newly opened embassy in a dictatorship would be staffed by nothing but spies.
Now the CIA is going to make lemonade out of lemons and will blame Russia in order to keep the "Russia is evil" narrative going.
