What would be the better method for accessing a website more securely if you have neighbors or whoever that constantly hacks you?

Via my homes WiFi with VPN? But then my router is comped and a device on my network has open ports so not likely. A VPN will encrypt and all of that however there is the STUN exploit that hackers use to read traffic over VPN or the fact that the vpn software I downloaded was injected with a cookie that tracks my browsing history.

What about using my phone as a WiFi hotspot over VPN? Using the LTE or 4g network for internet from my phone? Would that be more secure?
