I do layers all the time. Been playing with
changing the blend mode for the top layer. How well it disguises the text depends on respective colors. Grain extract seems especially promising. Cage deform would have been terrific for text but that plugin is broken in the version of gimp that I'm using. Try all the filters - punch, wind, skew, artistic, decor, etc. if you have them installed. I'm still playing and haven't found any single thing that always works. It depends on the image and the text.
