Moar on Bartonella; they cause a number of types of infections and sandlflies are one of the vectors. According to another article about Lugar Lab, research was done with sandflies in 2014 and large numbers were later (2015) seen in the area and became a problem.

Since sandflies live in drains maybe some "escaped" from the research lab to populate the local drains and the rotten egg smell (from the drains) is due to (?secret) efforts to kill these sandflies? (just a guess.) More details here:
