But it seems Trump is using him to keep Them distracted with false hope while Sessions gets his ducks in a row. The leading theory is that during the closed door meeting between Trump and Mueller just before he was appointed SC Trump offered him a way out if he is useful. This is why everything Mueller does ends up benefiting Trump in the long run.
