What are the chances their job was to ID the plane

And they fucked up

And thought MH17 was Putin en route to Sochi

Look at the path of MH 17

Note that Putin's plane passed over Warsaw 20 minutes before MH17 did so. Ukrainians knew Putin was nearby so if they hunted on radar for a plane that passed Warsaw and seemed to be headed to Russia, they would have found MH17.
