I'm thinking they only needed Chief Justice Roberts to sign a court order. He has legal authority over the FISA court, and he's the court of final appeal, so if he has ruled on it, that's the end of the matter.
Not a lawfag, havent' looked up the statutes pertaining to SCOTUS supervision over FISA, don't know what's in the motion that Sessions filed re: refuse, unrecuse. Just my speculation.
