Yeah, Roberts makes the most sense. He's both Chief justice (1) and has a lot of potential issues floating around him. But then who's 2? The longest tenured justice is Thomas, and he doesn't make sense, but it is possible it's custom to notify the CJ and most senior justice. It just doesn't make sense in terms of those two stepping down immediately.
