My speculation:
RR is going to resign, but will admit it's due to conflict of interest INSTEAD of lying and saying he's resigning due to being unable to comply with Trump's dangerous order.
RR resigning and admitting his own conflict/guilt throws a GIANT wrench in to the whole "RED LINE" strategy against Trump.
That's why Q is saying they're gonna need a new playbook - their RED LINE strategy will be shot to hell
I could be totally wrong on this, just my initial thoughts.
