I saw 48 also. Thinking about their server infrastructure they probably have multiple web proxies/caches holding and serving copies of the data, and they probably don't implement a protocol to sync/update the view counts in real time. It's probably not fuckery.
Obviously it's another way for Q team to corroborate their other measurements about uptake. It builds anons' morale too, to know how many are watching our little team.

Additional thought:
Q team also can probably measure actual view count since NSA sees all network traffic. So they can m easure/ prove if YouTube is artifically reducing the view count. Such data might be needed in order to regulate these social media.
