Yes, they break that all the time

And non-profit cults ~Co$ and others give money to local officials for special treatment

It's business as usuall. Rules enforced selectively

 

For instance Co$ can set up their booths on public property [freedom of religion fine]

But if you are political on no, that is against city regs. Most people don't have the money for a lawyer to fight that.

A key sentence was ommitted

The reason there is "No Worries" is that, so we are told, Executive has own copies and can release at will

RR likely doesn't read "Q" and doesn't know that?
