Problem with the term DEEP STATE
I don't either (but perhaps for a different reason).
"Deep State" implies that there is a "good" and "bad" "State" when "the State" itself is always the problem (see Murray Rothbard's "Anatomy of the State").

The only "good" government is the least government necessary to allow Western culture to flourish, which historically was known as the "city state" (e.g. "local" government which includes the Sheriff).
After all, the word government literally means "control"(govern) "mind" (ment).
