Well it's certainly hovering, whether by electromagnetism or anti-grav directly cancelling the gravitational field around it, I cannot be sure.

A way to demonstrate that would be to have it fly far from possible electromagnetic sources (outdoors on dirt with clear sky above).

Only problem is that if the alleged perpetrator is identifiable, it's such an awful accusation that I don't think anyone (not Trump's people anyway) would tar someone with it unless they're guilty.
