Apache is a layer of the the operating system of a great many web servers. It runs on Linux most often. I'm guessing that if you see Apache in connection with IBM, they're trying to find ways to defeat it. Apache is an open source program. I'm not sure this is the Apache that Q referred to, though. One thing I know about IBM, though perhaps not Ms. James specifically, is that they were recipients of stolen technology. There were a lot of abuses of the patent system to make that happen. The story goes that developers of new tech would be watched until they were just about to release their work to market. Then the government would swoop in and confiscate it, supposedly for security reasons. And then they would pass the tech on to another company. IBM received some of these.
