Missiles deliver most of their energy in the from of a big explosion. The roof falling in, rather than being blow up/out-ward says that there was no big kaboom.

It also penetrated more than the outer ring. No cruise missile has anywhere near enough kinetic energy to smash through, what was is effectively, multiple reinforced-concrete office buildings.
