I think the reason is because the planes could be shot down like shanksville, and needed some "proof" when the buildings blew up. Never answered that one, just like the passport.
Who would have swallowed that as real, and why would that not have been among the biggest news of the day to know that passport was planted would unequivocally prove involvement on the ground by FBI/CIA.
not sure about it being implemented. but did hear the distinctive crackles of beams being cut by shape charges and microbursts of explosions popping out windows BELOW the points of collapse during each buildings collapse. And on 7 was seen to have cloud of smoke erupt from main entry area (with sound of popping) just as collapse started, no fire, just spray of concrete dust and debris.
Photos of "cut" columns are popular, and are cut at 45deg angle so upper section "slides" and falls. (specs for controlled demo)
Bridges were closed due to "scare of bombings" on 9-11 so they controlled the flow in real time that day also.

Irregardless of plane (missile) as cover, the collapse was likely bomb. And I specifically remember the seasoned military professionals at the Pentagon claiming to smell Cordite that day. It smells nothing like jet fuel…
