BREAKDOWN OF THE EO
Sections 1-4: Most of the legalese is repeated here with respect to which sections of law are violated; to sum up, anyone warranting sanctions imposed upon them gets hit with the following punishments:

no loans from US financial institutions (over $10M)

no foreign exchange transactions in the US

no transactions to and from US financial institutions whatsoever

blocking of property or interests within the US; such assets are completely frozen and non-transferrable

US persons may not purchase debt instruments from or personally finance the sanctioned party

no credit extensions related to the transport of goods

no licenses or other permissions to be used for the transport of goods
-
voice of power against foreign institutions that would grant the sanctioned person loans (this doesn't really have much teeth, but the rest is still great)

if it's a financial institution that's sanctioned, they can no longer deal in US debt instruments or function as an agent of the US government with respect to finances
-
US gov't stops doing business with those sanctioned individuals, including but not limited to financial deals and arms deals
-
all foreign and domestic powers or executive officers associated/benefactoring the sanctioned person will be disallowed from entering the country or may be sanctioned according to the above punishments as well

Section 5: Anyone action intended to evade or violate the above prohibitions is likewise prohibited.
Section 6: Any donations of any kind to sanctioned individuals are hereby blocked.
Section 7: Legalese and definitions.
Section 8: Because of instantaneous transfer of funds, asset freezes may occur without prior notice to the sanctioned party.
Section 9: Any sanctioned individual will be physically blocked from entering the US.
Section 10: Authorization to the Secretary of the Treasury to kick ass on the aforementioned.
Section 11: No extra powers or stepping on toes.
IMPLICATIONS
Similar to the EO on foreign interference with elections, this EO is designed absolutely ruin anyone dumb enough to cross the US.
The most summary statement: If you mess with US, you're cut off from US, because you need our money more than we need you around.
Keep in mind that this targets both foreign and domestic entities: the heretofore unregulated 501(c)3 Foundation garbage gets tagged here.
Also keep in mind that actions are in effect as of this order.
This isn't even a warning to the cabalists, because POTUS already has their number and knows their scheme.
This is a preventative measure to ensure that cabalist money shifting bullshit never happens again, at least until stronger legislative measures are implemented.
