I think definitions are particularly important in this EO. Especially these:
Sec. 7. For the purposes of this order:
(a) the term “person” means an individual or entity;
(b) the term “entity” means a partnership, association, trust, joint venture, corporation, group, subgroup, or other organization;
The EO is implementing EOs issued by Obama. It applies to American adversaries whether based in US or outside US.
