That is not correct. A plural subject or noun requires a plural predicate or verb, not a possessive. An apostrophe is used to represent a possessive.
“Allies called…” would be correct. The subject noun, “Allies” requires the past tense plural verb, “called.”
To test, replace “Allies” with other plural nouns and see that an apostrophe would not be used…
People called…
Countries called…
Groups called…
Or…
Allies’ Ambassadors called…
