Perhaps it was the explosion, the sound of which traveled across the water.
The witness Marcus Conte did not hear it, from a mile to the North.
but remember ? the point of attack was on the South side of the South tower so was facing away from Marcus.
If you listen to the video you will hear that he is confused on this point. He thought both alleged "planes" were supposed to have come from the North.
He makes good points though that no one would know unless you actually interviewed people
Reading accounts, such as Dr. Judy Wood did, does not count as a real investigation. You have to interview in person.

Then why did a guy just down the street not hear a plane from either the north or from the south?
Many people claim to have "seen the plane" but just heard an explosion and believe that was caused by a plane; so they extrapolate from their belief and assumption.
It was a stage magic sleight of hand, kind of con.
