It's not that confusing. It is a fireable offense but it would be a dumb move for POTUS (hence the trap).
If POTUS fires RR now, it screams of obstruction.
If Sessions fires RR after FISA drops, they will have no defense because the evidence will all be exposed for everyone to see how corrupt RR was.
POTUS is patient and smart.
