Someone was asking about the wea message for non cellphone users a couple bread ago. As I recall reading it should come 2 min after cellphones on the normal TV/radio test.

The WEA portion of the test commences at 2:18 p.m. EDT, and the EAS portion follows at 2:20 p.m. EDT.
