That seven levels of moral development thingy, or however it's sorted out, says populations on the two ends of the continuum can be breaking society's rules, but the ones on the higher end of moral development are looking for the right answers, doing the right thing, while the ones on the lower level of moral development just like to fuck things up. With discernment, a spiritually and morally developed society will toss the latter out. In a degenerate society, those latter assholes will be canonized.
