Nah, the data is fuzzed, either purposely or accidentally. The track is comprised of a series of data points and the app draws a line connecting them. Either the plane's radar transponder is sending faulty data or deliberately altering the position so it can't be exactly tracked. When I see tracks like this I just don't worry about it at all, because a plane does not really fly in that manner.
I think his throat is OK. Maybe there are two prominent cords in his neck under the chin, and when the lighting is just so, you get a dark shadow under the chin. With different lighting he looks absolutely normal IMO.
