There were originally two vertical slashes. One was dropped over time, probably for simplicity. Ayn Rand came up with the idea that the two vertical lines were originally part of a "U" on top of an "S", with the bottom curve of the "U" removed. Though this is just a theory, it makes the most sense to me.
